This pandemic has really taught governments all around the world a lot of things. This does not exclude state governments as well, solely because at the most basic level it is the state who has suffered losses due to the dip in economy and unemployment. This has eventually affected national economy pushing India in what seems to be a sorry state of economic affairs. 

Staring in the face of hopelessness

While all chips seem to be down at the moment, the Government of India is striving to make amends. One such attempt at rejuvenation in one of the worst affected states is in Uttar Pradesh – where PM Narendra Modi has launched the Atma Nirbhar Uttar Pradesh Rojgar Abhiyan which is basically a ‘Self-reliant Uttar Pradesh Employment Campaign’. 

About the Campaign

The employment campaign was launched on Friday, 26th June 2020 and promises to offer more than 1 crore migrant workers some form of self-sufficiency through employment. This is solely because labourers have had to return from their jobs from over 116 districts and 6 metro states, where they would work and earn a livelihood for themselves.

These migrant labourers are now battling unemployment and struggling to make ends meet. In order to offer respite to these labourers, the government has earmarked a budget of ₹50,000 crores. 

Salient features of the campaign

• Round about 32,300 Gram Panchayats across 31 districts of Uttar Pradesh has been included in the scheme. 
• The scheme aims to make provisions for over 30 lakh migrant labourers. Skill mapping is underway to determine which work to offer to whom. 
• Not just migrant labourers but also local labourers and workers will be included in the scheme. 
• The UP government also includes the MGNREGA and MSMEs in this campaign. 
• In order to benefit from the scheme, the applicant has to apply for and this can be done through contacting local administration. 

आत्मा निर्भर उत्तर प्रदेश रोजगार अभियान 

इस महामारी ने वास्तव में दुनिया भर की सरकारों को बहुत सारी चीजें सिखाई हैं। यह राज्य सरकारों को भी बाहर नहीं करता है, पूरी तरह से क्योंकि सबसे बुनियादी स्तर पर यही वह राज्य है जिसने अर्थव्यवस्था और बेरोजगारी में गिरावट के कारण नुकसान झेला है। इसने अंततः भारत को आर्थिक मामलों की खेदजनक स्थिति प्रतीत होने वाली राष्ट्रीय अर्थव्यवस्था को प्रभावित किया है।

निराशा की स्थिति में घूरना

हालांकि ऐसी विपत्ति पड़ने पर भी, भारत सरकार संशोधन करने का प्रयास कर रही है। सबसे बुरी तरह से प्रभावित राज्यों में से एक में कायाकल्प का एक ऐसा प्रयास उत्तर प्रदेश में है – जहाँ पीएम नरेंद्र मोदी ने आत्म निरहार उत्तर प्रदेश रोज़गार अभियान शुरू किया है जो मूल रूप से एक ‘आत्मनिर्भर उत्तर प्रदेश रोजगार अभियान’ है।

अभियान के बारे में

रोजगार अभियान शुक्रवार, 26 जून 2020 को शुरू किया गया था और 1 करोड़ से अधिक प्रवासी कामगारों को रोजगार के माध्यम से आत्मनिर्भरता देने का वादा किया गया है। यह इसलिए क्योंकि मजदूरों को 116 से अधिक जिलों और 6 मेट्रो राज्यों से अपनी नौकरी से वापस लौटना पड़ा है, जहां वे काम करते थे और खुद के लिए आजीविका कमाते थे।

ये प्रवासी मजदूर अब बेरोजगारी से जूझ रहे हैं और घर खर्च चलाने के लिए संघर्ष कर रहे हैं। इन मजदूरों को राहत देने के लिए सरकार ने 50,000 करोड़ का बजट रखा है।

अभियान की मुख्य विशेषताएं

• उत्तर प्रदेश के 31 जिलों में लगभग 32,300 ग्राम पंचायतों को योजना में शामिल किया गया है।
• इस योजना का उद्देश्य 30 लाख से अधिक प्रवासी मजदूरों के लिए प्रावधान करना है। कौशल मानचित्रण का काम चल रहा है यह निर्धारित करने के लिए कि किसको किस काम का प्रस्ताव देना है।
• सिर्फ प्रवासी मजदूरों को ही नहीं, बल्कि स्थानीय मजदूरों और श्रमिकों को भी इस योजना में शामिल किया जाएगा।
• यूपी सरकार ने इस अभियान में MGNREGA(मनरेगा) और MSMEs(एमएसएमई) को भी शामिल किया है।
• योजना से लाभान्वित होने के लिए, आवेदक को आवेदन करना होगा और यह स्थानीय प्रशासन से संपर्क करके किया जा सकता है।
