Launched in 1999, Deendayal Disabled Rehabilitation Scheme is a central sector scheme launched by the government of India and implemented by the Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities. Initially, the scheme was known as “Scheme to Promote Voluntary Action for Persons with Disabilities.”

Objectives

Deendayal Disabled Rehabilitation Scheme provides monetary assistance to NGOs associated with the education and rehabilitation of people with disabilities.

The scheme mainly revolves around two objectives:

Generating an environment that ensures equality, opportunities, social justice, and empowerment of people with disabilities.

Encouraging people to volunteer for the scheme for effective implementation of people with special needs under the People with Disabilities Act of 1995.

Approach

As per the accepted approach, the scheme provides monetary assistance to voluntary organizations for availing entire services and equipment for rehabilitation of people with disabilities. Such services include early intervention, enhancement of skills, education and training, employment opportunities, and awareness campaigns. The main focus of following this approach is to conduct educational and training programs for including people with disabilities in society and realizing their capabilities and potential in various fields.

Strategies

For achieving the aforementioned goals, Deendayal Disabled Rehabilitation Scheme follows the following strategies:

  1. Improvising entry-level academic opportunities and spreading employment opportunities.
  2. Establishing completely equipped resource centers throughout the country. Establishing and maintaining sports facilities, recreational activities, excursions and outings, and arts.
  3. Supporting human, civil, and consumer rights protection of people with disabilities.

Eligible organizations

The following organizations are considered eligible:

  1. Organizations/NGOs that are registered under the Societies Registration Act of 1860 or relevant.
  2. A public trust that has been temporarily registered under the law.
  3. Any charitable company that is licensed under Section 25 of the Companies Act of 1958.
