The life of a farmer is tough. The crops can prove to be inadequate and the cost for yield remains the same nonetheless. Losses are a recurrent thing for farmers. The government realized that this is not an ideal situation for a farmer, especially in an agrarian economy like ours. To make things better for farmers, the Government launched the PM-KISAN scheme, which is a Central Government Scheme with a 100% funding from the Government of India. This scheme highlights the wellbeing of farmers, who are the backbone of our economy.

Launched by Prime Minister Mr. Narendra Modi, the Pradhan Mantri Kisan Samman Nidhi scheme is implemented by the Ministry of Agriculture and Farmers Welfare, the government of India. The scheme came into being on the 1st of December 2018 and since then has undertaken the remarkable task of the welfare of farmers. The scheme aims to fulfill the financial needs of nearly 12 crore farmer families for availing essential requirements and ensuring crop health and yields. Farmer families obtain Rs. 6,000/year in three equal installments, and Rs. 2,000 are directly transferred to bank accounts of beneficiary farmers every 4 months.

For 2018–2019, Rs. 20,000 crore was allocated under this scheme. For the year 2019–2020, the scheme has been revised to benefit nearly 2 crores more farmers; for which the coverage of the scheme is increased to nearly 14.5 crore beneficiaries, by allocating Rs. 87,217.50 crores by the Central Government.

Eligibility

For calculating benefits, “family” is defined as that comprising husband, wife, and minor children collectively owning up to 2 acres of land according to the land records of the respective state or Union Territory. For identifying beneficiaries, the existing land-ownership system is used by the government.

If the land is distributed across various villages/revenue records, the land is pooled for analyzing benefits.

The Government will identify families of the farmers who are eligible for the benefits of the scheme. Once identified, the promised sum would directly be transferred to the bank accounts of the farmer families.

Application

Aadhaar card is mandatory for this scheme. In case Aadhaar identification is not available, alternate prescribed documents, including driving license, voters’ ID card, or documents issued by Central/State/UT Governments and their authorities, can be presented during the first installment.

Exclusion criteria

The Government has also defined its exclusion criteria as well. The exclusion includes the following:

  1. Former/present holders of constitutional posts
  2. Former/present ministers/ members of legislative assemblies/councils, mayors, and chairpersons of district panchayats
  3. Serving/retired officers and employees of government ministries/offices/departments, field units, and attached offices/institutions
  4. Superannuated/retired pensioners with a monthly pension of Rs.10,000 or more
  5. People who paid income tax in the previous assessment year
  6. Doctors, engineers, lawyers, chartered accountants, and architects

What does the scheme offer?

The biggest woe a farmer faces is the lack of a fixed income. In the absence of a fixed income, a farmer cannot plan his family well, leading to personal familial issues that make maintaining a field really difficult.

As per the PM-KISAN scheme, a support income of ₹6000/- per year will be provided in three equal installments to small and marginal farmer families. This would help farmers having a combined landholding of up to 2 hectares.
